The unanimous declaration of sovereignty
of the Dillian Solar System
In peace and cooperation of all foreign sovereignties and their representatives on Earth, colonized planets, spaceships and celestial entities, this document acknowledges and secures the independence of the Dillian Solar System.
This celestial system, cataloged as the Gliese 581 system (http://en.wikipedia.org/wiki/Gliese_581) is a celestial entity of special interest. This interest exists due to the discovery of two contained planets which border a habitable zone within the system. These two planets have been cataloged as Gliese 581 c and Gliese 581 d.
The Gliese 581 system, having the likelihood of future colonization or existing life, must readily become a sovereign state including all celestial entities within. This Gliese 581 system shall hereby be known as the Dillian Solar System. The Dillian Solar System, as a sovereign state will now have its own government represented by its ambassadors.
The designation of ambassadors of the Dillian government to their respected celestial entities is as follows:
(1) The red dwarf star named Ben from this day forward will have its own ambassador, Patricia A. Liguori. The red dwarf star Ben has also been previously cataloged as Gliese 581.
(2) The planet hereby named ACT along with its respective moons will from this day forward have its own ambassador, Kara J. Liguori. The planet ACT has been previously cataloged as Gliese 581 b.
(3) The planet hereby named Ashland along with its respective moons will from this day forward have its own ambassador, Robert J. Liguori. The planet Ashland has been previously cataloged as Gliese 581 c, Wolf 562 c and HIP 74995 c.
(4) The planet hereby named Tristor along with itsrespective moons will from this day forward have its own ambassador, Joseph C. Liguori. The planet Tristor has been previously cataloged as Gliese 581 d, Wolf 562 d and HIP 74995 d.
With respect and interpretation to article 1 of the Moon Treaty, ”AGREEMENT GOVERNING THE ACTIVITIES OF STATES ON THE MOON AND OTHER CELESTIAL BODIES”, celestial bodies outside of the Earth's solar system are exempt from stipulation of said treaty. These interpretations and facts allow for such ambassadorship to be acquired by this declaration and in essence allow for the governing independence of the Dillian Solar System.
This new government of the Dillian Solar System defines the following seven articles:
ARTICLE 1 – Appointment of ambassadors
Ambassadorship is assigned as per this declaration. Ambassadorship transfers to the eldest living heir of each respective ambassador and associated celestial body. Appointment of ambassadors for new celestial bodies within the Dillian Solar System shall be done by majority vote of existing ambassadors.
ARTICLE 2 – Probing
While probing is encouraged, as ambassadors, we request (though it is not required) that any plans to enter into the Dillian Solar System are filed with us.
ARTICLE 3 – Sale of real estate
Any transactions in regard to real estate planning, development, and sales of the Dillian Solar System or entities within must be done at the advice and consent of the respective ambassadors of the Dillian Solar System, otherwise it is strictly prohibited. All existing resources such as minerals, fluids, gems, metals and alike will henceforth remain under observation of the respective ambassador, until such time as he/she declares differently.
ARTICLE 4 – Colonization of Dillian Celestial Entities
The Dillian Solar System is approximately within 20.4 light years of the Earth. Space travel to anyone of its planets or celestial entities would take approximately 220 years. Visitation is encouraged; however respect to the government and property ‘deed’ owners of the respective lands must be abided by.

ARTICLE 5 – Existing Intelligent Life
In the event that intelligent life does exist and a formal government is already in existence on any celestial entity in the Dillian Solar System, the Dillian government shall be immediately resolved along with all land ownerships and deeds respectively, if and only if the inhabitants of said celestial entity do not consent to the instituted Dillian government.
ARTICLE 6 – Limitation of Governing Control
The ambassadors shall collectively govern all entities within the Dillian Solar System, including the system itself. Any solar system, celestial body, or the like that is ‘outside’ of the Dillian Solar System will not be governed by the Dillian government.
Article 7 – Respect for United States Citizenship
As all of the ambassadors are citizens of the United States of America. All relative respect from the ambassadors shall be granted completely to the U.S.A. in relationship to respect, allegiance and governmental issues such as taxes on the sale of Planet Ashland and Planet Tristor real estates deeds and similar transactions.
Declaration of Rights to be a Free and Sovereign System
In relationship to the above declarations and ensuing articles, we, the ambassadors representing the Dillian Solar System, do hereby claim ownership of the system cataloged as Gliese 581 and all celestial bodies within. Said property shall remain in the possession of the Dillian government. Land deeds will designate ownership of purchased lands under the respect of the Dillian government.
We, as ambassadors shall collectively and individually hold all rights over these properties without limitation. The celestial bodies claimed include all celestial bodies within the Dillian Solar System including the red dwarf star Ben, the planet ACT, the planet Ashland, the planet Tristor and the respective moons of the planets.
It is further declared that all known rules and laws pertaining to homestead acts or similar acts as known on the planet Earth, are hereby declared invalid on all of the celestial entities within the Dillian Solar System.
We, Robert J. Liguori, Joseph C. Liguori, Patricia Ann Liguori, and Kara J. Liguori, as the ambassadors of the Dillian Solar System, declare the sovereignty of the Dillian Solar System and all celestial entities within, by means of our God given rights.
